Convert Small Programs to Apps?

Is it possible to convert small software programs such as radio decoders to apps for Android/iOS?

It's just that I would like to have a couple of my radio decoders on my Android phone or tablet PC without the need of having to carry my netbook around.

The programs are like 3mb at the most

i dont think so. i beleive you would have to redevelop them. well for ios anyway because they have a different coding format not too sure about the android m8
