what is the best graphics card for graphic design?

You want to be looking at workstation graphics cards ...

unless your going to be doing some intense rendering then you will not need one ... more info on what programs you are / will be using would give a better answer though.

Photoshop CS 5,Illustrator CS 5,Fireworks CS 5 ,Corel Draw Graphics Suite X6 etc.

You should not need a top end card ... unless you want to use some intense 3d software.

The main difference between the 2 types of cards are that workstaion cards are built for stability and run at lower fps where as gaming cards are built for max fps ... stability is more important in graphics work. (this is the short answer )
