Don't they they are free anymore but I would suggest openDNS if you're paying for one. Or get yourself a VPN. Ipredator.se

Not really, its just about giving an IP address a more memorable name. Using DNS adds absolutely nothing to online safety

DNS = Domain name server. Its the things that take a web name (like www.digital-kaos.co.uk) and converts it into its real IP address (96.30.19.240). It also means if the site changes server (and therefore likely gets a new IP address) then the DNS pointers can be modified so the web name points to the new address, making the change transparent to the end user.

When you aquire a domain name, your usually given the ability to point that name at whatever IP address you like. For that reason a 'free' DNS is rarely needed unless your name provider has some form of problem or the IP your trying to give a name to is dynamic and is likely to change frequently (ie ADSL IP addresses generally change after several minutes of activity). In this case, I think the original poster actually has a dynamic IP and therefore wants a DDNS provider rather than a DNS provider

For free domain names (and the ability to point them at IP addresses) try -
CO.CC - Free Domain name registration + Free DNS service.
