Good free website design software

Hello, just wanted some recommendations on some website design software,

i currently use Frontpage, and did have dream weaver.

Only for basic websites i design nothing too big, i use flash xp for the uploading of pages, which works ok.

max of about 6 page website, with photos etc.

They are advertising html builds now. Not happy as I have a 12 page flash site running & can't switch it over... Gits.
