new graphics card wont boot windows7

aright lads, any of you computer experts give me some advice please, just bought a Radeon5450 card to go in a cheapo zoostorm pc Zoostorm Desktop PC - Desktops | Ebuyer.com (onboard graphics cant even run solitaire smoothly)

put the new card in and windows7 wont boot, in either normal or safe mode. gets to splash screen and when coloured blobs start it freezes, it will boot to bios fine tho, so i am unsure if its a power supply issue, guess the psu in this thing isnt very good , would the fact it boots to bios suggest the psu is not the issue ? does windows7 booting require more power ?
bit confused as i aint clued up on pc hardware fault finding

any pointers very welcome, thanks for taking time to read this post and fire away , no matter how obsurd your advice

according to the pc spec its a 300w psu the card needs a 400w psu minimum it looks like you need to upgrade your psu.

Cheers for reply mate, yes was leaning towards psu, but with it displaying the BIOS made me think otherwise, is that sound logic you think?

its the differance between black and white the bios and colour your normal display there was sufficent power for the bios but not the full display, when ever you buy graphic cards it will normally tell you the minimum power supply that you need to run the card if your pc falls below that then a power upgrade is needed.
get a psu with a slightly higher power output than is needed eg. you require 400w get one that is in the 450 to 500 range that way if you decide to add another piece of hardware then you have some spare power capacity.
