There should be two files a bin and a cue.
cue files are information files, not actual data. they describe how an mages tracks should be laid out, its metadata.

In terms of an audio cd the bin file would contain all the actual data, the cue sheet would describe how the tracks where laid out, their tracknames, artist, album, date etc.

They are plaintext (so you can open them with notepad) but all you'll see is the metadata like:
    Code:
TITLE "anonymous audio cd live at the berlin wall or someplace"
    PERFORMER "anonymous"
    FILE "anonymousaudio.bin" BINARY
      TRACK 01 MODE1/2352
        TITLE "wheeeee"
        PERFORMER "anonymous"
        INDEX 01 00:00:00
      TRACK 02 MODE1/2352
        TITLE "track two"
        PERFORMER "anonymous"
        INDEX 01 06:42:00
      TRACK 03 MODE1/2352
        TITLE "one before track four"
        PERFORMER "anonymous"
        INDEX 01 10:54:00
      TRACK 04 MODE1/2352
TITLE "the final track with the epic 19 min guitar solo, disintegrating into obscure jazz... assume the band forgot some lyrics and the drugs kicked in"
        PERFORMER "anonymous"
        INDEX 01 17:04:00
See? no actual data, just references to it so that burning software knows wtf to do with it.
He who laughs last thinks slowest.
