Hi Everyone how you doing?

Please can anyone help about a website.

1) We have a Tenants & Residents Association website anyone can help or advice how and where I can get software that work's exactly the same as forums anyone want access to the website must register user name, password and email address with us.

2) I am not asking for too much. I have fancied a flash website for the Association, I have made an inquiry about it and the prices are high sky no way we can afford one there is anyway I can get a cheap flash website maker?
