Best Software For Copying Protected CDs and DVDs?

Could someone advise me as to what is the best software that I can purchase to copy protected CDs and DVDs?
I also need this software to be able to "shrink" a film if it's bigger in size than 4.7GB.

dvd fab 9 from the bay same place for format factory which will shrink a film to any format
