      I use speedtest, works for me as you can select server.

          speedtest and pingtest are the same site, in top right hand corner there is an option, here's mine

              Open command prompt (CMD) and type: tracert www.google.com or any other web site. It will show you the time (3 attempts) it takes to get to each "hop" in the route to google's server.

                I find speedtest.net tends to give funny results at times, I think its something to do with their caching. Virgin engineers use the following site I believe,

                Namesco BroadbandMax ADSL Broadband Bandwidth speedtest | Test your ADSL Broadband connection speed


                Also instead of ping try tracert command. This will give a breakdown of the path your packets are taking and how the delay is at each router.
