I can't see what you are referring to but I'm guessing the details are out of date and maybe this will help?

Just go to this website and register, and then use the settings also listed with say OE/Thunderbird/microgravity/agent or early WLM to view the newsgroup of choice, but note that binary websites aren't hosted so if you want to download software you'll need to use an ISP newsfeed if your ISP has them - most are dropping newsfeeds or contract it out to flaky servers...
