convert .avi files to mpeg .ts

Does anyone know how to convert .avi files to mpeg .ts so i can view them on my dreambox?

I have tried it with WINAVI but i always get a lag in the picture.

Maybe i need to change some setting on it.

I have heard that it may be able to be done using vlc also

any help would be appreciated
