As far as I'm aware you can't place mobile manager onto the dongle.

What you do is allow the dongle to install the drivers & the branded connection manager.

Remove the connection manager from the PC, but leaving the drivers in place

    Install mobile partner.

You just need the connection settings for your chosen network putting into a profile in mobile partner.

It is possible with a Huawei dashboard update file or with Huawei dashboard tool v0.0.0.8. You need to leave the old software in so the tools can find your modem, you can uninstall it after.

With the dash board tool you can backup your old software as an ISO and then make a dashboard update file to flash such as a customized one with preset APN settings.

Go here for update file, and here for Huawei dashboard tool. Do this at your own risk!

it is very possible but note that the new modems fail to install drivers after they are flashed with the wrong mobile partners.you're gonna need a huawei dashboard updater just go to google and type huawei utps 16..... or utps 21......i love the version 16 more it takes less space and has more features.
