depends on what network its on, as a lot like my vodafone are only software locked, so all i done is download what software i wanted to use, ie, 3, t-mobile, virgin etc then put in appropriate sim card and load relevant software

I was looking to do the same thing, but spotted the O2 PAYG 3G modem on their website for ?29.35. If you go through Quidco and pay ?15 topup in the first two months then they give you ?40 back (net cost ?5) and you can sell the three one.
I did this a couple of months ago, and they actually gave me ?55 cash back (?40 for the dongle, ?14.97 odd for the original order), so overall cost has been a saving of a tenner.
After the credit runs out on the PAYG, you should be able to stick your O2 SIM in with no problem.
