i think its holkd down f8 or f10 on boot it will give you a option to reinstall your system 'destructive' or 'non-destructive' .....non-destructive saves all your files and folders.
other than that take out your h/d put it in a external caddy plug it in another pc save all your stuff then do an OEM install useing your dell COAComment

buy a new hdd and install win 7
buy a hdd sata dock that way u can put ur old xp hdd into new windows an view all your old files
apart from that find and downlaod hirens i think its version 11 now and on there will be a program called mini xp which u will boot-up b4 windows and will be able to view all ur files
