Drivers for that machine are all here
    Drivers & Downloads

HOWEVER the video driver listed there is for a Neomagic chip. Maybe Neomagic took over the Cirrus business? Not sure. Anyway, try downloading and installing it (direct link is Drivers and Downloads
It unzips to a folder C:\Dell\Util\Video\617Q
These are the setup instructions for Win98

Windows 98 Display Driver Installation Procedure

    1. Click "Start", point to "Settings", and click "Control Panel".

    2. Double-click the "Display" icon.

    3. Click "Settings" [tab] and then click "Advanced" {button}.

    4. Click the "Adapter" tab, and then click "Change".
The Update Device Driver Wizard appears and NeoMagic MagicGraph 128XD is
    selected.

    5. Click "Next", click "Search for a better driver than the one your device
is using now (Recommended)", and then click "Next".
The Update Device Wizards displays a message asking where to search for
    the new driver.

    6. Specify the path to the new driver in one of the following ways and then
    press <ENTER>:

Example 1: If installing from the "Floppy drive", leave only the
Floppy drive box checked, all others should be unchecked.

Example 2: If installing from the hard drive, uncheck the "Floppy
drive" box, then check the "Specify a location" box,
click the "Browse" button. Type in the name of the
directory to which you copied the drivers, either on
your local hard drive or on a network share.

    8. Click "Next" to select the driver in the directory selected above.

    9. Select "Install one of the drivers", click on "View List".

    10. Verify the driver called NeoMagic MagicGraph 128XD is highlighted and
    click "OK".

    11. Click "Next" to begin copying the files.

    12. The following message is displayed: Please insert the disk labeled 'Win95
    NeoMagic Driver Disk', click "OK".
    13. If a Copying Files screen appears, click "Browse".

    14. Select the same directory mentioned in step 6, and click "OK".

    15. When prompted, click "Finish" to install the NeoMagic driver.

    16. When prompted to reboot the computer, click "Yes".

    17. After you restart the system, you can return to the "Display" icon and
select alternate screen resolutions and color depths.
