Normally yes assuming you have a normal PC. But how you get into bios depends on what PC you have or if you have a home made PC then it depends on what motherboard you have.
Normally you press F8 or F10 or Delete after the LED's on the keyboard flash and before windows starts loading.
Once in Bios there is normally an option to reload defaults. But again this depends on what system you have.
Assuming you only changed the HDD then all you should need to do, assuming it isn't set up to automatically do it, is to rediscover your Hard Drive.
I hope this is what you meant by setup you bios setting.

Just after you press start button start pressing "DELETE" button this usually takes you in to Bios settings. Once you in there you can change things but your best option would be to load fail safe settings and press 'F10 button' to exit and save any changes you have made. If above sorts your problem you can go back and load optimised setting and see how you get on with those. But to be honest after reinstalling windows or even putting new hard drive IN you shouldn't have to change anything in bios. What sort of problems are you getting

You never said but is the long wait a wait for bios check or is it during windows loading. If it is during the windows boot up then what i would check is in Control Panel open Administrative tools - then click on Computer management - then click on Device Manager and make sure that none of the devices have either a red cross or a yellow exclamation mark next to them. If they do then get the correct drivers for that device. Normally long load times is driver issues. As far as the " is an @ problem i know you said the Region is set to UK but is the keyboard set to the right region. To check open control panel again then click on Regional Language Options then click on Languages tab then click details and make sure that the Default input language is also set to UK if you don't have a UK option the click add and give yourself a UK keyboard then set UK as default then remove the (probably) US keyboard you already have. It is probably worth checking while you are in Regional and language settings that all 3 places that you can set UK are set to UK.

Do as Egren Says but a little more info would be good as well if above doesn't work?
Have you fitted new hard drive ? Or have you just reinstall windows on old hard drive?
Rezone I'm asking this is that if you just reinstalled or did repair install of windows on old hard drive with out formatting the drive first you might get boot up problem because of bad partition or errors on drive same goes if you got damaged install CD. Did at any time during installation of windows it came up that one of the components can not be installed?
