reset to factory setting from command window

hi, i have my grandsons laptop, and it turned to black screen with just the mouse showing, there was nothing mush on the laptop so i decided to reset to factory setting. on start up i pressed f8 and got to the option to reset, just after it started the charger went on the blink and cut the power to the laptop so i tried again however i only got a black page telling that a operation was interrupted with an error code which i cannot even get now ,is it possible to reset from the command line window
