you did not specify the make, model

just go to Control Panel -> Hardware -> Device Manager and uninstall the driver, reinstall it and that should do it

Latest Skype apparently causes this by using wrong driver but as it also has the 'flip vertical' radio button missing from old versions of Skype you have only two options. Either reinstal the driver for your built in camera, or uninstall Skype and install an old version - This assumes it is Skype your struggling with.
