    Fan broke?

Is the fan at the back of the tower supposed to be on when the PC is running?

The one on the processor is working, and just thought that one was supposed to come on to blow the hot air out

Check that the fan is getting 12v supply and that its directly connected to the power connector (looks like it), if so it should spin, replacing like with like from an old pc will be ok, just check airflow direction.
