do you mean icons background is blue
what operating system are you ?
xp?
right click on
desktop
then properties
then advanced
then performance
then visual effects
and scoll down to
use drop shadows for icon labels on the desktop
and tick it.
also go back to your desktop right click
arrange icons by
then untick lock web icons on desktopComment
