outlook express keeps timing out and i cant access emails.ive changed settings to less secure but it just stops and i cant get it to work

contact your ISP, you'll find that a lot of isp's these days block pop, imap and smtp ports on their end in an effort to reduce spambots.
They purely rely on webmail as a workaround to this problem.
so yeah i would contact my isp and see what their policy is and if indeed they are blocking your ports.He who laughs last thinks slowest.
