Computer keeps crashing... even on safe mode?

A few days ago my cousin downloaded this program that most likely had a virus. He said he was SURE it was clean, and the next day I started having this problem. My PC won't even let me start it up on safe mode to run a virus scan. So if you have any ideas on how to fix this problem, PLEASE respond. Any help will be much appreciated.

Wipe it and do fresh install of your operating system or you can try taking the hdd out and conectting on another pc as a slave drive or via usb to see if you can recover anything........................

Or give hirens boot disc a try...................

just get a boot cd that has virus and malware utility on it and knock it out, plenty out there, you do not boot from hd but cd or usb stick and let it do it's work
