If i was overclocking my pc and my ram was bargain basement. Would that have an effect on how much I can overclock?

Something to keep in mind
Your system no mater what you do will only be as fast as it's slowest part. Trying to speed one part (CPU) will make problems on the bus. The clock speeds on the BUS (RAM) on "LOW END" RAM is already at it's Max, and will overheat and fail. One other thing to keep in mind is that you will greatly reduce the life of your PC for very little gain.
