There are two problems that can happen at shutdown. Most XP computers will turn off after an orderly shutdown, unless XP decides that you don?t have an ACPI-compliant motherboard. This can happen on install, or if something goes wrong.
If your computer hangs at shutdown it?s likely that some process isn?t quitting properly. This is a common problem with Norton AntiVirus. Shut it down first and see if your computer shuts down normally thereafter. If not, check other programs that are resident.

when my laptop hangs every so often on shutdown, i open Task Manager (control alt delete) and under the Apps tab i usually find a program that is ?not responding?. i simply click End Task, and that usually solves the problem.
i found this with a google search dont know if it will help you any ,just type in windows stuck on shut down and youll find various fixes you could try
