You can always filter fromt he router and only allow access at certain times, most routers will support this now and easy enough to setup

best way with kids is have a family pc in the living room and sit with them.

there is a lot of good pointers here

depending on your isp you might also be able to setup parental controls as well because
they offer through their security packages like mcafee and trend micro which are built in
            their security software.

            see here

            Virgin Media
Why do I need Virgin Media Security Parental Control?

but the common sense here i think is ajax2061's reply keeping the comp in sight where it protects
them but having a parental system in place helps as well.

I have found Norton family Parental Control to be really good and it's probably the only Norton product I would recommend.
              Most Importantly its free

Award Winning Norton Family allows you to Supervise Children Web Use, Gain Insights into what they search for online, See which Apps have been downloaded and Block or allow usage, Set Time limits of usage, and see where your children are with location services.
