you will need a willem programmer, but they can be a bit pricey. If it's a relatively cheap motherboard it may be in your best interests to just buy another one

I have a willem prog.CQ3 but no in meny this flash SPI.cant see in device.

Why would you want to use a programmer to read a bios? You can dump the bios from the motherboard or write a new bios to the motherboard using utilities that are provided with motherboards.

Has it had a failed flash?

I believe USB JTAG can read and write it, you can find it on ebay for about $30
or you can buy cmos chip without password
