if you have checked it and there 230 going in, why not check the output and see what you coming out, am asuming you have a meter. if not why not just connect it up to your pc

i theres nothing comming out then start tracing back from the input, it may well have an internal fuse thats blown, failing that the tranformer might be shot, or else there may have been an electrolyte leak from the capacitors (very common fault with psu's) the sheer labour involved negates any benifit to fixing them your generaly better off just throwing down for a new one.

You can't check if voltage coming out without shortening pins on 20 or 24 pin connector to motherboard.

            1. Disconnect power cable from socket
            2. Disconnect 20/24 cable which connects to motherboard
            3. Take a peace of wire or a pin and put one end into green cable in the middle of 20/24 pin connector and the other in any black
            4. take off you hand from wire and plugin power cable to socket.
            5. if you see/hear your hard drive spinning and that fans are working than it means that you motherboard dead if not than it is power supply. Note that power supply is the most common to break so don't waste money bying cheap one better get one but good one.

you can check it you dont need to check the 20/24 one you can check hardrive/dvd drives connections.

And its a Brand new supply, so just take it back to were you bought it, and they will happily exchange it.

You can't check the hard drive or dvd connections without starting power supply! You need to shorten pins as motherboard might be dead and power supply will not start.
Obviously if it was brand new power supply i would bring it back to retailer to check it out.
                Peace
