When you say the rest of the PC isn't working what do you mean ? What laptop is it, does it have a working cd/dvd drive ?

Its a compaq c300 the laptop will turn on then i hear fans cd drive kicking in then nothing at all except a blinking power light.. i'm thinking the bios is bad and needs writing on again. i have removed the cmos battery but still no joy. looking to see if the motherboard can be written on without the rest of the laptop.

Well you dont have much options tbh. One, if your motherboard supports it, there is a emergency blind boot flash which basically flashes the motherboard by having the flash file renamed to a certain name and reads the floppy or cd right after you press power on. Not many boards supports this thou so you should look into it.

But i am not sure if your problem is related to bios. Have you tried reseating the processor, check all cables etc...
