Help! Dell latitude e5440

I just bought this dell latitude E5440 off of a friend who got it from his father at some point, the laptop has a bios password and i cant change the operating system because the boot from cd is turned off can anyone please help me get this thing to the point to where i can use it or sell it, i would not like to have a password on the bios if i change my mind about liking it and sell it.

you need to enter the bios and change the boot options to the cd first

the key issue here is the bios is administration locked. means i need a password to enter them
