COrsair PSu noise driving me crazy!

    i have a Corsair gs700 psu. 0rpm function:fan works only when needed.
when fan is not spinning it gets 2,4v and makes a diesel engine sound. as soon as psu gets warmer it goes to 2,5v and higher and fan spins ,noise goes away.
its like the fan is stuggling to spin and makes a shake noise...dunno how to fix it..any input appreciated.

Already tried replacing fan with another one...and not compatible.PSU is new

In the past I have cured a noisy fan in the following way.
Obviously turn off the power and open the case.
Locate the noisy fan and in the centre of the spindle there is usually a small sticker.
Gently peel it back to expose the spindle of the fan.
Using a cocktail stick put ONE drop of any good light oil onto the spindle and let it soak for a minute.
Replace the sticker and the side cover of the pc and switch on.
It may take a minute or two for the oil to work it's way into the tiny bearing on the end of the spindle but it will get there eventually.
This has worked for me countless times.
Give it a go but don't be tempted to use more than ONE drop of LIGHT oil.
