xp reload is a no go

A while back we had a nasty germ knocking nine bells out of millions of computers of which I may have been one after lots of hours and days of trying to rid my machine of this I gave up and removed the hard drive replacing it with a very small pre loaded one then reattaching it alongside the pre loaded I formatted it loosing everything on it as I had been told it was the only way to remove the beast?
My problem now is I wanted to reload xp onto my bigger harddrive so removed the small one and put mine back into place inserted windows xp oem and waited untill the licence agreement came up pressing the I agree button requested nothing happened only the disagree button will move it on and this takes it back to reboot has anyone have a clue why or am I doing something wrong or should I forget it and just buy another harddrive with a new version of windows?
Any help or suggestions would be great but please translate it into computer slightly dumb language. Thankyou guys.

Try taking the smaller hard drive back out of the pc, or making sure that it is set to be the secondary drive with your original hard drive set as the primary drive.
Also, some OEM install disks check the BIOS of the pc to make sure that they're being used on the correct make of pc.

        easy fix.

scroll down to the end of the agreement.

Some software does this to avoid the "i didnt read that shit" argument should a case be brought up, because the button only activates when the user gets to the end of the agreement.

If that doesnt work then try pressing F8 (if i remember correctly) to accept.
