hi, don't know about what model we are talking but presuming that your service tag ends with -595B

i was able to change the password in the bios but when i restart windows it still comes up with the same log on screen asking for name and password and when i enter it it say it has been locked out by the administrator can any one tell me what im doing wrong and thanks for all the help service tag csltfg1 595b

Name and Password? I think you are talking about you OS that is restricted with username and password, in this case you can use this to find out your password: Ophcrack

or you can reinstall OS.
