Acer desktop problems ?

I rescued an Acer desktop from the skip. Windows 8, I thought would make a good platform for Kodi. It has issues, in kodi system info the cpu frequently jumps to 100% and the pc will stall on boot a lot. Should I start again with a wipe and re-install ( I guess win8 is not freeware) or could the hard drive be the problem?

I would test hdd first, then reinstall brand new os from another source.

Crystal disknis pretty good program for instant check, after that check with sector writing
