Dell inspiron 1464 doesn't turn on

Hello, I have a dell inspiron 1464 to repair which does not turn on.
Try several chargers through an original one, with or without a battery attached.
No battery:
It does not turn on the charge indicator LED, when you press the power button it turns on the charge indicator LED for one sec and it turns off again (it does not turn on the laptop).
With battery:
It does not turn on the charging indicator LED, when you press the power button, it turns on the charging indicator LED 3 times amber 1 time white and the LED repeats series (it does not turn on the laptop).

3x amber/yellow 1xwhite seems like problem with cmos
