Most major brand laptops have a recovery partition. It can be accessed by doing the following:
When you first turn on your laptop, you will see a slash screen (HP, DELL, ACER, ECT) with information on it. Pay attention to the words in the corners as they will tell you which button to press (F10, DEL, F2) to enter restore / diagnostic mode. From this screen you can test the hard drive, ram, processor, ect .You can also recover the laptop to its original state as to when you bought it (be warned you will loose all your information by doing this)Comment

I've had a similar problem, i have a Toshiba, keeps getting stuck in a loop...
you start up xp screen then a blue screen with writing on flashes up then disapeers then go back to the toshiba screen and the circle starts again.
Basically i've been told to system restore - put you disk in drive then turn on holding f12 at shame time, select cd/dvd and follow instructions......... Lost everything
I've had to do this twice now - anyone have advise on why it happens??Comment

I would test the hard drive for errors.

You may consider to use WET (windows easy transfer) and PickMeApp: two free solutions. WET may transfer your XP settings while portable PickMeApp tool may transfer programs from Windows to Windows. PickMeApp claims to support unlimited number of programs.
Use WET to copy your account settings and The Last Chance to Safe your Belongings: PickMeApp in Safe Mode | PickMeApp to save your applications.
If you have no installation CD you may have "hidden" partition with Windows, make it active and reboot. Windows installation starts. After that use WET to restore your settings and PickMeApp to restore your applicationsComment
