Do you have a static IP externally with your ISP?

If they are targeting you for a particlar reason then it might be worth while triyng to figure out if it follows you when your IP moves.

Do you have any software firewalls on your pc, it might be whlie checking for trojens if this behavior follows you after your ISP ip changes/expires after for force it to be renewed.

Your ISP helpdesk should be able to help with this one. (and your question overall)
