You have been infected with spyware. Goto download.com and get malwarebytes. That will remove any problems that you have.

Reinstalling the OS would be a last resort. Run malwarebytes in safe mode first, it should get rid of the problems then.

Download stinger from mcafee for free and run it. It run independent of the os and an av apps.

                      Try Spybot

also read and try these options. found on another forum.

                      Code:
Your error indicates that the Security Center service depends on other
                      services to be running.

                      Start | Run | Type: services.msc | Click OK |

Security Center needs these services running before it can start. Make sure
that these services are set to Automatic and started.

                      In this order...
                      1. Remote Procedure Call (RPC) (Practically everything depends on this
                      service to be running.)

                      2. Event Log (No dependencies)

                      3. Windows Management Instrumentation (Depends on (RPC) & Event Log to be
                      running first)

Then try starting the Security Center service. Make sure it's set to
                      Automatic.

If you have any other errors we need to know the Event ID & the Event
                      Source.

                      To open the Event Viewer...
Start | Run | Type: eventvwr | OK

For any Events that seem related to the problem...

Double click the event in Event Viewer | Click: the button below the second
arrow (looks like two pages) [[Copies the details of the event to the
Clipboard.]] | Paste into Notepad | Click:
For more information, see Help and Support Center at
                      http://go.microsoft.com/fwlink/events.asp.
                      Code:
HOW TO: View and Manage Event Logs in Event Viewer in Windows XP

This can also be very useful.
You need to have the Event ID & the Event Source.

This is arguably the best program for shifting rogue anti-virus.
The free fully functional version is top notch. Hitman Pro.
