sounds like you need a new power supply unit, if you can manage to take the old one out and get one of the same wattage locally anywhere between fifteen and twenty five quid.

What about moving the harddrive into the new computer.

If you want to restore your pictures on the new pc try to place the old hard disk on the dvd drive connector from the new pc

                Probably the power supply is dead;
                You got several options:
                - Get a new power supply (it is worth it for an old pc ?)
                - move the HD to your new pc, Hope for you connectors are
compatible as new pc's for as far as I know have sata
ans much old pc's have only ide
                - Use a converter to usb like:
usb 2.0 ide / sata combo adapter
                or
USB 2.0 to SATA or IDE 2.5-in, 3.5-in Converter Adapter
I bought one myself when I was in trouble; Did cost me 25 euro ($30 ?); You think you are gone use it once but it helped me out now for several times ....

                Regards,

It's most probably the power supply unit. If you don't want to buy one, maybe you know a friend that will let you borrow one just to download your photo's etc. Just make sure the plugs are identical as I believe there are a few different types depending on what motherboard you have.

If you want to simply recover the HD...To access HD's, make backups, clone or replace a HD the best overall item that I've found is drivewire - universal hard drive adapter

                      and software is included.

Dont worry about investing too much in an old PC. Just buy a 20$ power supply and it will do the trick. You will use it for a few years before power supply fails again

The feeding source substitutes, if the PC does not do anything, current is that it does not come to him to the motherboard

i had same problem sometime ago turn out the power supply was over heating due to a weak cooling fan i bought a hdd adapter so i could plug my old hard drive into usb port and access the files to copy to newer pc

I have used my external for alot of harddrives to get the files on them.
