possibly a bad psu.(if possible try another working one)

youll have to go through everything to check whats faulty because
it could be a number of things that could cause them things.

    check the bios settings
    check ram
check all the connected componets that the psu is connected if any are faulty.
check to see the motherboard is connected properly on the front panel so to
see if they are working ok
check the power options on the operating system.

I had a problem like this. Mine was the chipset over heating on the motherboard, pointing another fan at it solved it.

Does it even show the BIOS on the failed attempt to boot. If not it is definitely a hardware problem.

Can you leave it off overnight. and then after your first power on, cycle the power every 15 minutes and note how long it lasts until it won't reboot.

Have you updated to the latest bios?

Which of your fans are blowing out, and which ones are blowing in?

Even if your psu is new try to replace it.
The psu has 5 different output voltages.
The fans need 12v to operate. If the rest outputs are not good, the pc will not start but the fan and the power led will operate.

If you don't have a spare psu try this:

Remove all the power connectors from your fan, your optical drives. Also remove the data cables from your drives.
Leave only the 2 power connectors on your motherboard, the power of your hard drive and if exists, the power connector to your vga card.
Then, try to start your pc.

Sounds like a short somewhere on the psu, as suggested i would look to test/replace it
