Most networks can now detect "duplicate" or rogue IMEI numbers, so the chances of getting caught are quite real.
In any case the handset is either lost or stolen! If you have reported it as lost then you can go back to the network and ask them to lift the blacklisting. If you "found" the handset then it's stolen as far as the law is concerned...
the phone has been to the vodefone shop along with the box and receipt and apratly its not blacklisted but still showing limited service and cant make or recieve calls
Try typing *#06# on the phone & check it against the IMEI on the box.
Limited service could also be a faulty antenna, busy network or possibly a damaged ribbon (taking it's a slide phone, too lazy to check).
But most of the time it will be a blacklisting issue. Get the issue reported to the call centre & make sure they get the HLR checked, this can only be done by network support & not front line staff.
Another way to check is to put a known working SIM into the phone. If a SIM isn't used for 6 months it's cut off from the network. It may need re-registering.
