It does:

Huawei Modems excluding E220 and newer modems with IMEI xxxxxx-04-xxxxxx-x but it's still worth a go with these - Just try the code ONCE and don't keep trying if it does not unlock on the first code.

ZTE Phones

Older NEC 3G Phones

Nokia DCT3/4 Master Codes to override forgotten Security codes. It doesn't work with BB5 or DCT4+ phones.

LG KG110

VK Phones

The program lists models supported.

problems with the xxxxxx04xxxxxxx imeis solved

Hi guys,
I solved that issue by flashing the modem with a firmwareupgrade (for huawei 153 type modem use the following download link)
Huawei E153 Update Fimware.zip - 4shared.com - online file sharing and storage - download
these are modems with customized firmware.
After updating the firmware you will probably have to reset the unlock counter.
