Huawei E5832 modem and accessing shared files

Hi all I have a huawei E5832 3G modem. If several devices are connected would it be possible to access shared folders between these devices?

Also could it be done without the modem connected to a mobile network, as in no sim card installed? Would this give a private wireless intranet.

It's a modem with Wi-Fi connection...

It is however, not a router and that's what you need for your task!!
