Pretty much any Android phone with a dual or quad core processor.
The only exception could be the motorola atrix. I've not looked to see if it has had a software update since launch.
I had GTA3 running on my Galaxy S2, controls were very annoying... it doesn't use the gryo, just on screen controls.
To be honest I'd be looking at a quad core phone like the S3 or htc One XCanker
