3G mobile dongles (modem) are locked to the host network, i.e. Vodafone, so you cannot use it on any other network. Unlocking the dongle (modem) allows SIM cards other than the host network to be used.

I have a Vodafone dongle that will only allow me to connect to the Vodafone network. If I unlock it I could use an Orange SIM card to connect to their network.
