16e is weak and sits between 13e and 19.2e so it tends to get overshadowed by them when you search for it. You will keep getting their signal instead.
If you can get the use of a decent meter, search for 11283H, the Tring transponder.

change your lnb also as the sly lnb,s have a oval feedhorn designed for the mini-dish as you will be losing some signal there also. regards mdt

Get yourself a Inverto black ultra lnb mate, will get you a bit more gain.

Just below you. Think you definately need a 1 meter dish at least.

i agree if you want to recieve 90% of the txp,s on this bird but the tring txp is pretty strong and should be recievable with a 90cm dish/quality lnb once its correctly aligned. regards mdt

use Satellite Finder / Dish Pointing Calculator with Google Maps | DishPointer.com that will give you the direction to start off for 16E and will also give the skew(twist) of the LNB needed for a fixed dish just enter your address and you will find you can move the pointer to your exact house.

are you getting bbc world on 1 west if you are getting a good signal there are your coordinates for your location entered into the box correctly it should track through the satellites if you use usals and you have a good signal on 1 west

this may(or may not)be of help use the 2nd paragraph. dish size is more important than a dear lnb as long as its a std universal type and not a sky one.
