13e, 19e and 28e is ok on a 60cm here in Oxford. That's the set up I have.

60cm dish is a bit small for 16e also to get those birds you would need small alps style lnbs as they are too close together. 80cm (if you can get 16e with than in your area) would give you all the sats you want with 4 lnbs.

This is on main street where I live and don't know why ,mtv, you are restricted from doing likewise.
I had 4 80cm dishes in my back garden which, with multi lnbs gave me a good lot of choices from 30w to 45e.

An 8ocm should get you your sats no problem.
Remember to set middle/main lnb on 19e and then, mirror image when facing the front of the dish,28e on left and 13e on right.
Make sure you are on the proper sat in each case as these three sats have similar transponders which the lnb will pick up on plus the fact that all three are very strong signals.

So on your diseqc switch, you've got 13 @ port 1, 19 @ port 2 and 28 @ port 3, is this the way you set it up ?

It will work as you describe providing you connect 13 cable to 1, 19 to 2 and 28 to 3.
