the signal strength is the percentage of signal to noise ratio.
the quality is what it says its the quality of that signal and this must be as high as possible but the inbuilt meters in boxes are not accurate you dont say what your setup is or what satellite(s) you are trying to get, let us know your box model, dish size, whether motorised, location etc;But either your dish is too small for the sat or is not aligned properly.or you could even be pointing at the wrong satellite.

      THANKS dick b

HI sorry i have not replyed the sat box is a new protek 9760 dish size is 80cm technomate 0.1 LNB I live north of liverpool. The dish I am using I had set up for freesat but have now motorized it. I think a 1.2 dish may help things so I am looking for a second hand one as funds are a bit short after christmas. A proper meter would save my legs and the carpet in and out of the house but it keeps me fit THANKS FOR YOUR HELP. bigman.

As you were set up for freesat then you should have been pointing to 28 east. This, 28 east, along with 19 and 13 east, give the strongest signals of any satellite and they carry almost similar transponder numbers so I would guess you were possibly pointing at 19 or 13, getting a great signal but poor quality by picking on a similar transponder.
Your bigger dish will be a great advantage for getting more satellites and it being motorized, when properly set up, will certainly save wear and tear on the carpets.
Best of luck with the motorized set up.

I dont know how an 80cm performs in your side of the country but I use an 85cm on a protek 9760 near Hull no probs It was motorised but I have now put it on diseqc 1.0 with 4 alp LNBs for 13,16,19.2 & 23.5E as thats where the channels I want are located.
The signal meter in this box is a bit rough and ready but even with a fairly low reading on the quality bar I get good picture with no break up.
have you managed to set the motor up properly? the best way is to use usals,do not put skew on the lnb leave it with "0"skew. go to menu>installation>switch type "none">motorised system usals>put setup sat on line1 EG:0.8W thor 11.862 H 28000 BBCworld is on this TP.then enter your longitude/latitude,drop to motor control and "ok" on "go to" once motor stops go outside and move the whole motor/dish assembly L/R and the dish only up/down to get max height on the quality bar (the strength bar will probably go right to the top) providing the quality bar goes about half way up on thor you should be ok but get it as high as you can.tighten up Well.if your dish is 100% central on the motor spigot and the mounting pole 100% plumb you will then trac the arc ok.on say 16E you should still get quality of about a third+.I"d give it a try with your existing dish 1st you may be surpised and find it good enough.
yeah I have a WS6906 meter and find it a must in setting up.before that though I used a portable tv and the stb in the garden as you really need need to see whats happening when you move the dish.also put a car exhaust clamp on the mounting pole under the motor bracket it make it easy to swing round without it sliding down.

note that signal strength isn't really much of an indication of anything except you've found a source of radio-waves. You can point a dish at many points in space where there are no satellites but where you may find a strong signal level. This is mostly because the methods used to derive the signal level in low-cost receiving equipment is exceedingly simplistic.
