      No, its just a regular radio, you tune into a channel broadcasting it, say Radio 5 live, and then set the delay, usually around 5 seconds. Then it matches what you're watching.

      You can actually do similar things with certain mac/pc programs if you have a computer close you could plug it into your surround.

          Programs like TuneInRadio for mac, it records radio and you can pause it, giving it a slight delay.
