Radio Delay Plugin

Hi,
Would it be possible to provide a plugin that uses live football commentary broadcast across the internet eg radio 5 live and sync it with premier league football watched on a channel without English broadcast, as all English commentary has been removed across Europe now. There is a programme called radio delay used on pc?s could this be modified to work on a satellite receiver?

Tring (16.0E) has English commentary.

TV2 PL HD 2 & 3 (0.8W) have English commentary on Saturday 3pm's only.

I checked all those channels today.
