Installing sky dish

Can seem to hit 23.5 but won't find 28.2

any reason for this or anyone got any idea why i can't hit it ?

I get a rough idea of the angle from dishpointer.com. See if there is anythin the line passes thro to aim ur dish at. Then i just use a cheap slx sat finder to get it lined up perfect, works every time for me
